Support for DMV FTA (DD5) Change (The Federal Motor Carrier Safety Improvement Act)

1. Transition: Allows FTAs entered from the current FTA screen to correctly apply when the DMV system is accepting DD5s in the new format only
2. Pre-Federal Mandate: Allows FTAs entered from the current FTA screen to correctly update DMV's records when the DMV system is accepting DD5s in the old format only
3. Post-Federal Mandate: Allows FTAs entered from the new FTA screen (which includes the new "Out-of-State" fields) to correctly update DMV's records
